Background
Many law problems happened in Indonesia such as the leakage of data customer telecommunication amount twenty-five million rupiahs in 2011, the total of spam offer credit without collateral by broadcast messages, and data customers with credit cards had distributed inter-banking and agency. There is some regulation to guarantee the rights of privacy like:
- Universal of Human Rights article 12
- ICCPR is ratified by the Law Number 2 of 2005
- Convention on The Rights of The Child article 16 is ratified by Presidential Decree 36/1996
- International Convention on
The Protection of The Rights of All Migrant Workers and members of their
families article 14 is ratified by the Law Number 6 of 2012

- The Law No 23 of 2006 about Civil Administration articles 86 and 87
- The Law No 11 of 2008 about Information and Electronic Transaction article 26
- The Law No 36 of 2009 about healthy
- The Regulation of Ministry of Communication and Information Technology No 23 of 2005 about Telecommunications Customer Registration
- The Regulation of Bank of Indonesia No 7 of 2005 about banking.
